Probably even worse than Rose Quartz. But beware, the Diamond view Bill as a danger to there homeworld, does not mean he won't be danger to Steven's or Dipper's world.

I have a question if I where to make my gem sons possessed by bill would I be able to submit it and if I am what folder would I put it in.

Sure as long it relates to both Steven Universe and Gravity Falls, then I would be totally fine with that. 

I think the SU characters possessed by Bill would be the right option.
